Jacob's Bell Council

The Jacob's Bell Council are the individuals in Jacob's Bell who hold power within the supernatural community of that area. They have a council meeting the second Saturday of every month<ref>Attend the council meetings.  Second Saturday of every month, at the park, in the twilight hours.  In a five year term, there will be sixty such meetings.  Miss six in total, and your rights to the property will be forfeit. - excerpt from Bonds 1.3</ref> to discuss matters within an old church, where three hours prior and afterwards a truce is called.
