She Who Drowns in Moonlight, more commonly known simply as the Lord of Thunder Bay, is Thunder Bay's current Lord. She is an Elemental associated with water, with components of Spirit mixed in.

Personality

As an elemental that seems related to water she has claim and power over it.

As a lord and thus presumably powerful she was able to carve a space for council meetings.
